[Condenser] Distinguish Disabled Witnesses on Witness Page

Summary
In order for users to be able to more easily determine if a witness is disabled prior to casting their vote on the Witness page, this PR contains changes that will distinguish the disabled witness usernames as well as providing an estimated time they have been disabled. On top of these visual changes, the page is also made to force an update after a vote. Hopefully by forcing a view update on the page after a witness vote, users will perform less erroneous witness votes due to lag/delay.
More Information
The original PR was created and worked on by me at https://github.com/steemit/condenser/pull/2228. After some discussion on that PR, a new issue and branch was created to hold the new changes. The changes were merged into master 9 days ago on May 31, 2018 with commit f18c065a2a2c53826610c00aed8e353b3944eaf2
