[Utopian-IO] Allow Users To Mark Idea/Bug As Completed

Issue

When a user submits a bug/issue on Utopian, there is currently no way to display via the frontend that the feature has been implemented or that the bug has been resolved.

Solution

Add the ability for users to mark a bug/issue as completed. This should send a notification to a moderator so they can verify the work is done. Upon approval, the Utopian bot could send out special votes for having a bug/issue actually get implemented.

Notes

It might be a good idea to reward users that are closing issues that are already opened with a bonus vote. Without an extra incentive to CLOSE issues as opposed to OPEN them, users will likely spend more time opening needless issues without contributing to the code.
