If you want quality, use Utopian and DaVinci-Witness Project to offer a FREE COURSE on translation through Open University. Make it formal and legal according to the standards that UNESCO suggested. Before you go to content quality, assess what "we" as an organization are offering to our members to make them certified or "approved" LMs and translators.
