Add reward by the distinctive number of accounts that one has been voting

There has been a debate on the website about vote abuse (circle voting, self voting, bot voting).

I was thinking a way to encourage Steemian to vote more extensively and to spread their votes to a wider range by adding a linear reward system by the distinctive number of accounts that one has voted.

For example, here is Hive account@surpassinggoogle his past 14 day voting chart. He has voted 748 different accounts in the past 14 days.

We could set a minimum range of the distinctive numbers of it and reward the ones who upvote more than this number. I think the time spent on encouraging good content should be rewarded, this is actually also the idea behind Hive account@curie and Hive account@ocd these two amazing project.
