You can see that "tin foil hat" as a meme appears 1963. The year John F Kennedy was assassinated, 2 years after both Kennedy and Eisenhower warned about the global conspiracy, Eisenhower called it the "military industrial complex" but it is a global Cabal that has built their own hierarchies, often relying on methods that would never be acceptable in a democracy, extreme ruthlessness that makes Yakuza look like angels.
