Hive account@officialfuzzy or Fuzzy, a well known whale, with assistance of some other individuals, most visibly 
Hive account@jphenderson (TheWalrus). The reasons for its existence are well explained in the following posts ..
Controversy ?
There is one particular whale who has taken great offense to the existence of Whaleshares .. 
Hive account@fyrstikken. He has posted a video where he describes this effort as another example of REWARDPOOLRAPE! However, it has been reported to STEEMINT that during an interview with 
Hive account@ned, on STEEMSpeak, or immediately following that interview - during which Hive account@ned describes the soon to be implemented community-based token system, built on the STEEM Blockchain ... Hive account@fyrstikken spoke openly about renting STEEM Power to minnows, so they could enjoy being "Whale for a Day!" Fundamentally, we see no difference between WHALESHARES, which had already come into existence by the time the above interview occurred, and the "idea" that Hive account@fyrstikken was describing.

NOTE: Whaleshares has been a subject of discussion for more almost one month, or more, the interview with Hive account@ned took place less than one week ago.

Whaleshares will be available for purchase on BITSHARES - 1 whaleshare == a 1% upvote from a participating whale, of which there will be undoubtedly more than a few. With the assistance of a friend I will be testing the process on this post.
