Wilayatul Hisbah is a supervisory body for the implementation of Sharia in Aceh Province. The term is also used by the general public and in mass media coverage as a "call" to the Islamic Sharia police.
The work and authority of Wilayatul Hisbah was governed by the decision of the Governor of Aceh in 2004, his troops began operations in 2005 with 13 staff and in 2009 officially had 62 staff including 14 women but members of the force consisted of 1,280 people, of which 400 were contract and the rest are volunteers. In the accountability work report (LKPJ), Aceh Governor Zaini Abdullah in 2011 explained that the budget for the Police Pamong Praja and Wilayatul Hisbah amounted to 22.01 billion rupiah with the realization of expenditure of 21.87 billion rupiah.
Based on Wilayatul Hisbah's authority regulation is to supervise, foster and investigate and has no authority to arrest and detain. The troops who helped Wilayatul Hisbah were the Civil Service Police who could carry out raids and arrested "hands" on the spot. Especially in the "seclusion" rule where two non-single and different-sex families are found together or the Muslim dress code, the application of the law to the offender may be withheld for up to 24 hours.
