As for SBD interest rate:
Please be aware that the SBD interest rate is variable and can change at any time.
As stated in STEEM WhitePaper
"The primary concern of Steem feed producers is to maintain a stable one-to-one
conversion between SMD and the U.S. Dollar (USD). Any time SMD is consistently trading
above $1.00 USD interest payments must be stopped."
(Note: SBD used to be called SMD in WhitePaper)
However, after many discussions with other witnesses, where main concern was that some people may not always be able to collect their interest before the rate changes I decided that from now on I would try to follow such policy, that I change sbd_interest_rate at most once per 3.5 days by at most 0.5% per update.
Again, be aware, that this was not, is not and would not be promised.
At this point I am not sure if I am able to follow that policy with economic conditions we might encounter in the future.

Reasonably recent blockchain data is still available for download through: rsync://gtg.steem.house/blockchain
however, using wget http://monitor.steem.house/blocks/block_log might be a lot faster (plus it is updated hourly)
You should place block_logfile into data/blockchain directory,
assuming that you start steemd with -d data. That is the only file you need.
Remember to use --replay, index and shared memory files would be regenerated.
At http://gtg.steem.house/get/ you might also find xz compressed steemd and cli_wallet binaries for Debian Jessie (no need to download boost binaries, unless you are willing to build steem by yourself)
