More thoughts about witness voting policy and voting policy in general.

I thought about a scale:

1. Directly bad
2. Supporters of directly bad

#1 should obviously not be voted for.
#2 should also not be voted for.
However, 2nd order of #2 might be considered to be voted, since one should choose the lesser evil, and STEEM is so full of evil, there are no innocents here, similar to "real life", and it should be expected, since STEEM is part of "real life".
