Parliamentary hearings on the theme “On the celebration of Victory Day in World War II” were held in the Sakhalin Regional Parliament (Sakhalin Oblast Duma).
Recall that the regional parliament has repeatedly appealed to the federal authorities about changing the name of the memorable date of September 2 and its status. Sakhalin residents insist that September 2 be the day of Russia's military glory, and acquire the status of a public holiday.
Deputies of the Sakhalin Regional Parliament, representatives of the government, municipalities, the armed forces, the Ministry of Foreign Affairs, the Youth Parliament, as well as veterans and social activists took part in the parliamentary hearings.
“The name of the memorial date today poorly reflects the role of our state and its allies at the final stage of hostilities,” said deputy Alexander Bolotnikov. - It is not clear from the name, were there winners and losers in that war? Who is responsible for the outbreak of the World War II, and who got what he deserved for crimes before humanity?
The deputy recalled that in 1945, the Decree of the Presidium of the Supreme Soviet of the USSR established a holiday on September 3 - Victory Day over Japan. The federal law "On the days of military glory and memorable dates of Russia" of 1995. Victory in the World War II is not reflected in any way. But in the Sakhalin region every year on September 3, celebrations were held.
Seeing the legal gap (lack of the date and wording of Victory Day in World War II), the Sakhalin Regional Parliament since 1997 has been applying legislative initiatives to federal authorities.
“I think it is necessary to reintroduce a legislative initiative to the State Duma and establish Victory Day in Russia on September 2 - Victory Day in World War II,” said Alexander Bolotnikov.
“Unfortunately, the participants of the Second World War and the Great Patriotic War are passing away, and the events of those terrible years disappear into oblivion,” said Zinaida Glogover, chairman of the regional branch of the All-Russian public organization of war veterans, labor and law enforcement agencies. “We must not let this happen, we must not forget our history.” I support the resolution submitted by the Sakhalin Regional Parliament in full.
According to the results of parliamentary hearings, a resolution was adopted. It contains a recommendation of the Sakhalin Regional Parliament to develop and submit to the State Duma a draft federal law “On Amendments to Articles 1 and 1.1 of the Federal Law“ On Days of Military Glory and Memorable Dates of Russia ”, regarding the establishment of the Day of Military Glory to Russia on September 2 - in World War II (1945).
