Persistence : to continue steadfastly or firmly in some state, purpose, course of action, or the like, especially in spite of opposition, remonstrance
Consistence : constantly adhering to the same principles

My interpretation is that you can be persistent for as long as you must to gain something, however once you have it persistence is not the only thing needed. After persistence comes consistence to make something lasting.
