This almost looks like a prison, but I think the gated doors and windows was put there to keep people out, instead of keeping people in.
Beleive it or not, this was actually shot in New York City! If you're looking to photograph it, you'll need to explore around Fort Tryon.
Turning the photo to monochrome really added a nice eerie feel to it.
