Application status is still pending because of youtube new monetization policy. Currently they are reviewing new application which is taking about one month on average. But if you reapplied for youtube monetization there is a little chance to get approved. Because they are not reviewing reapplied application because of the new application backlog. Also they are not saying anything about the time frame to review these application.
So if you have reapplied for monetization , you should create a new channel.
