Texas Massacre by not only neglected infrastructure.

Nedávné dění ve spojených státech mě přimělo napsat článek před tím než dám dohromady plánovaný rozsáhlejší o covidu a o největším přerozdělování majetku v historii lidstva.

Texas zamrznul, přihodila se mu zima, která by se dala srovnat s průměrnou zimou v ČR na kterou jsme zvyklí. Pokud by taková zima byla třeba v Kanadě, tak si budou myslet, že je ještě podzim anebo že již začalo jaro. V Texasu je nicméně sníh něco neobvyklého a letos tam bylo přeci jen pár stupňů pod bodem mrazu.

Texas froze, a winter happened. Winter that could be compared to the average winter in the Czech Republic, which we are used to. If such a winter happened in Canada, they would think it was still autumn or that spring had already begun. However, snow is something unusual in Texas, and this year it was indeed few degrees below freezing point.

A Texas nebyl připraven ani v nejmenším. Na hranicích se sousedním Arkansasem bylo vidět, že soused má normální upravené silnice zatímco v Texasu s tím nikdo nic nedělal a silnice byla totálně neprůjezdná díky objemné sněhové peřině. Možná tam nemají jediný pluh.

And Texas wasn't ready in the slightest. On the border with neighboring Arkansas, Neighbours’ road was normal, plowed and treated, while in Texas no one did anything about it, and the road was totally impassable due to the lot of snow. Maybe they don't have a single plow there.

Elektrické kabely jsou na tom ještě hůře. Vybavila se mi vzpomínka když jsem před pár lety zkoušel hru geoguessr, kde z fotek na mapě hádáte kde se dané místo nachází. Bylo tam vidět mnoho typických amerických věcí, ale zarazilo mě právě elektrické vedení, které by patřilo spíše někam do vesnice v rozvojové zemi. Ale byl to právě Texas….

Electric cables are even worse. I remembered when I tried the game geoguessr (few years ago), where you guess from the photos on the map where the place is located. I saw many typical American things, but I was confused by a power line that would more likely belong somewhere in a village in a developing country. But it was Texas….

První je elektrické vedení v Austinu, který se snaží konkurovat Silicon Valley, takže by se zde dala očekávat špičková infrastruktura. A druhé je vedení v městečku s cca 16 tisíci obyvateli nedaleko Dallasu. Obojí jsou náhodně vybraná místa, nesnažil jsem se najít to nejhorší, jen 2x vybral obydlené místo na mapě a šel najít nejbližší elektrické vedení. (zdroj Google Maps) Něco jako vedení vysokého napětí nebo elektrické kabely v zemi jsou v Texasu vzácný luxus.

First is power line in Austin, which is trying to compete with Silicon Valley, so you could expect top infrastructure here. Second is what power line looks like in about 16,000 population town near Dallas. Both are randomly selected places, I didn't try to find the worst, I just picked a populated place on the map twice and went to find the nearest power line. (source Google Maps) Something like high voltage power lines or electrical cables in ground are a rare luxury in Texas.

Asi ne moc překvapivě nastaly výpadky elektřiny. V médiích tvrdí, že hlavní problem je v nepropojenosti s okolními státy, takže jim nemohou pomoci anebo v tom, že jim zamrzly větrné turbíny – to je obtížné si představit, ale vzhledem ke stavu silnic a obecné nepřipreavenosti na zimu bych tomu možná i věřil. Docela mě děsí představit si větrníky a soláry zapojené do tak příšerné rozvodné sítě. Tohle považuji za reálnou příčinu.

Not surprisingly, there were power outages. In the media, they claim that the main problem is that Texas is poorly connected to neighboring states, so they can't help them or that wind turbines froze - it's hard to imagine, but given the condition of the roads and the general unpreparedness for the winter, I might believe it. Tady si dovolím menší odbočku do minulosti, ale zůstaneme v USA.

Během hurikánu Katrina bylo mnoho oblastí brutálně zasaženo a kompletně bez elektřiny. Jeden americký podnikatel na druhé straně USA se rozhodl vzít do náklaďáku 19 generátorů a jel je prodat za dvojnásobek ceny do zasažených oblastí. Vzhledem k nejen časové náročnosti I riziku toho, že ho třeba okradou gangy, které reálně kontrolovaly zasažené oblasti bych to osobně považoval spíše za humanitární pomoc než business, maximálně něco mezi tím, protože kdyby zůstal doma vydělal by si zhruba stejně jako kdyby prodal ty generátory za dvojnásobek. Lidé byli z možnosti koupit si generátor nadšeni. Vláda to ovšem viděla trošku jinak a téměř okamžitě všechny generátory zkonfiskovala a podnikatele zavřela do vězení. Dopustil se odporného zločinu tím, že porušil zákon proti odírání zákazníků. Monopol na pomoc občanům přeci musí mít vláda a když není schopná zajistit generátory za předkalamitní cenu (tj. Najít charitu s patřičnými oprávněními anebo idiota který na sebe vezme hromadu rizika a jistou finanční ztrátu aby je mohl laskavě dodávat) tak je nebude mít nikdo. Koho zajímá, že ty generátory by zachránily celkem dost lidských životů a zabránily části utrpení. Zůstaly ve skladu ještě dlouho po konci kalamity, ale o to tady nejde, lidi ať klidně pochcípají, hlavní je dodržet literu zákona.

After all, the government must have a monopoly on helping citizens, and if it is unable to provide generators at a pre-calamity price (ie finding a charity with the right paperwork done or an idiot who takes on a lot of risk and a certain financial loss to kindly supply them) no one will have them. Who cares that those generators would save quite a few lives and prevent some of the suffering. They stayed in the warehouse long after the end of the calamity, but that's not important, people can kick the bucket, but the main thing is to uphold the letter of the law.

Nebohé elektrárny a distribuční společnosti mají nyní mnoho práce s opravami a nikdo přeci nemohl předvídat tak vysokou poptávku (téměř celý Texas vytápí domy elektřinou) tak se změnila tržní situace, ale nikdo přeci nenutí obyvatele používat elekřinu tak proč si lidi všude na internetu stěžují na faktury se čtyř až pěti cifernými částkami dolarů. To je přeci nabídka a poptávka. Že to něktrým došlo až když dostali fakturu? Jejich chyba měli se více zajímat předem. Ale nebojte hodná vláda je tady aby pomohla a tak lidem nabídne výhodné úvěry aby si to mohli dovolit.

Určitěěěěěě se nejedná o korporátní dávky, které by motivovaly korporace udržet cenu hezky nahoře ještě pár mesíců, když na to vláda půjčí tak proč by nezůstala cena pár měsíců třeba na desetinásobku normálu. Vláda se bude moci pochlubit, že srazila cenu elektřiny o více než 90% a pomohla lidem v nouzi výhodnou půjčkou.

Možná se ptáte proč takové šílené zdražení není okamžitě zastaveno zákonem proti odírání zákazníků. Ten ovšem platí jen pro některé zboží. Na generátory elekřiny se vztahuje, na dodávky elektřiny nikoliv. Generátory by sice dokázaly vyrobit elektřinu třeba za pětinásobek normální ceny a to i v místech, kde jsou zničené rozvodné dráty, ale jaksi nejsou dostupné. To je ale záhada proč.

Maybe you wonder why such a mad rise in price is not immediately stopped by price gouging law. That only applies to some goods. It applies to electricity generators, not to electricity an its distribution. Generators would be able to produce electricity, for example, at five times the normal price, even in places where the distribution wires are destroyed, but somehow they are not available. What a mystery why.

Dále byly velmi zasaženy vodovodní potrubí, to zejména z důvodu, že obyvatelé Texasu nejsou zvyklí na zimu, takže hodně lidí nenapadlo vypustit vodu z trubek anebo ji nechat protékat. Zkombinujte to s nulovými opatřeními proti zamrznutí na většině trubek a vyjde z toho rozsáhlé poškození na hodně místech.

Balená voda je samozřejmě nedostupná a jídlo se shání celkem obtížně. Naštěstí v době, kdy píši tento článek už zima polevila a Texas je z nejhoršího venku. Opravit poškozenou infrastrukturu samozřejmě ještě chvilku potrvá a covid celou situaci komplikuje.

Bottled water is of course unavailable and food is quite difficult to find. Fortunately, by the time I write this article, the winter has subsided and Texas is out of the worst. Of course, it will take a while to repair the damaged infrastructure, and covid complicates the whole situation.

Můžeme si ovšem udělat obrázek o vládní „pomoci“ a to není omezeno pouze na USA.
