The payouts are split between upvotes. It's very much like a lottery - if everyone wins, the payout is one cent.

Thanks for chiming in intelliguy. I've just read your FAQ. You say this won't work, and the reason you present is "don't do it otherwise a whale will downvote you". But what happens until then?

You don't lose anything by upvoting, ever. The rewards you get come from newly minted steem. Also, you cannot be "banned" from steem, it's a distributed system. You can get banned from steemit.com,
