A bit of history about St. Petersburg

For the construction of St. Peterburga 1 Peter invited artists from France, Italy and many others. and each of them had to teach a few Russian. Thus, almost all of the first architects who built St. Petersburg, were foreigners, who came at the invitation of the Emperor and entered into a contract with him.
