This could encourage people to level up their cards but I think ultimately nobody will care that much and the bots will just rent the gap cards they need and that'll be that. Maybe get rid of the starter

Both of those cards are fantastic. I ended up getting 2 Queens and 1 Raa in my packs but sadly I need to upgrade them to get the full benefit. I agree they are fantastic cards but again very situational
