It might be very difficult in the world of today. People care a lot about economic, business, etc. There may not be enough economic interest in reducing these activities to protect whales:(!

Hehe, I have been aware of that, capitalism!There's just so much being written about them while other subjects are being forgotten! Maybe this post will help and bring some awareness:-)
