I think they already see it as a major threat, hence why some banks are starting to mine themselves and are paying people massive consultancy fees to try and get a grip of the unbeatable monster they are

Governments banning or sanctioning cryptocurrencies will only confirm to the market that this new system is a threat to governments and their power, only further encouraging said market.
