It appears there is something is wrong with the chart. When I look at the cost on Mycelium it tells me the normal cost is $13.70 with a transfer time of approximately 10 minutes.

The system would certainly need feedback to identify plagiarist and cheaters which could incorporate a time delay that would prevent someone unauthorized to receive funds. I see this as completely doable.
