Topic: I cannot upgrade a building I cannot upgrade the building "Training Facility". It says I can upgrade it with the standard resources or pay steem. Either choice I choose, it doesn't work.

Yes that is a possibility. In that case, your collateral is refunded.

Unit 1001 was used as market fee for price discovery.

Units 1-1000 from basket 5 are now in RUSTY state for price discovery.
