Warcraft games had similar characters to LotR and other works by Tolkien from the very beginning. Blizzard wouldn't be able to use names from those works (copyright and everything) and sure had been developing

Whatever the budget, the series was a far cry from the trilogy of LotR movies. Apart from some decent actorship here and there, and sword skills, the series is a semi cartoon of epic and spectacular CGI.
