It still increases the effort required at very little cost to other users: an easy fix that should at least remove the low-level vote spamming. People are always going to try and vote-spam: low effort=high

The peg is a minimum price peg maintained by interest rates, not a hard peg of $1. So the bottom is supposed to be constrained, but there is no way built in to control upswings.
