I suspect blockchain based social media will do just fine in China, in much the same way that WeChat and Weibo have done in the mainstream space - by cooperating with the government as much as is necessary

Yes and no. You need some way to acces the steem chain, and if every website and/or dapp that allows you to do so is blocked, then it becomes more difficult for the average user.
