No - I bought X packs, AND X/Y %% of the total supply of the promo card. If the Y changes as proposed, what I bought has changed.

Changing what I purchased after the fact in any way is unacceptable.

Changing the whitepaper after the fact will have long term ripple effects - SPL can not be trusted if they allow this. Simple. Smart investors will think twice - "are they lying this time too?"
