Shuvalov was the favorite of Empress Elizabeth Petrovna. The land on which the palace is located in the middle of the 18th century belonged to Ivan Ivanovich Shuvalov. Therefore, a mansion was built for him in this territory in 1753 - 1755 years. The author of the construction project was the architect Savva Ivanovich Chevakinsky.
