The government wants the money and nothing more. They always couch raising taxes as being for a common good (like "the children") or that "some one else" like the "rich" will pay the tax. Cannabis can be a cash cow for them so they will legalize it but control it so they get the most benefit. As for crypto-limited government control so they don't want it. People need to realize that the government only cares about you when you pay taxes or give them your vote.
