It wasn't a good Sunday night for Alberta. We woke up on Monday with a hangover after the Edmonton Oilers' loss to the Anaheim Ducks in the NHL Playoffs. It was a painful loss, since they were winning during most of the game, and the Ducks tied only at the end of the 3rd period. The loss came in the second minute of overtime.

Now the Oilers need to win the next 3 games, since the series right now is 3x1 for the Ducks. After waking up with this feeling, the Premier of the province announced the website with the 9 questions that will be asked to the population on October 19th. How are these questions going to change our lives?

In reality, Danielle Smith wanted to propose just one question: should Alberta separate from the rest of Canada? But even if she can’t admit it, she knows that the “No” would win, and she and her supporters would probably need to cry in a corner, blaming the Liberals, as they always do.

Instead, they created 9 questions: 5 about immigrants' rights and provincial benefits, and 4 to see if they can gain more independence from the federal government. And as a friend said, they made long questions that you need to read twice or more to understand what they actually mean. I agree with some criticism against the Liberal mandate that has been in place for a while now—some things went wrong. Usually, left parties can sometimes be too extreme in social policies, and in the end, these policies can hurt a country.

I am an immigrant, and I am thankful that Canada allowed me to enter and build my new home here. But for a while, it was too easy to enter the country. Canada became known internationally as an easy place to immigrate to, with the false promise of well-paid jobs available for everyone. The reality isn’t like that.

Canada received 218,000 refugees between 2016 and 2021 ( statscan information ). That’s a lot, and the government is paying for everything for these people, including rent.

The 5 immigration-related questions are more direct, and some of them can be considered fair to ask.

The first is about Alberta taking control of immigration decisions in the province. The second is whether only permanent residents and citizens can access public services like health and education. The third is that only people living in Alberta for at least 12 months can access social programs.

The fourth is that temporary residents (those with work or study permits) would pay a fee to access health and education. And the fifth is about requiring proof of citizenship to vote.

This last one is the one I agree with the most, since you are required to be Canadian to vote in elections, but nowhere do they ask for proof. Usually, on voting day, we just go there and say that we are Canadians. It is a very fragile system based on trust—but humans are humans, right?

The called constitutional questions are trickier, and it makes more about the hidden agenda of the premier to try to get more powers.

Question 6 is about the province gaining independence to choose provincial superior court judges instead of the federal government. Question 7 is about abolishing the federal Senate. The Senate is composed of appointed politicians, which is not ideal, but the House of Commons is the one with more power and is made up of elected politicians. The Senate is more of a review body, and this question reflects the old argument that Alberta’s opinions aren’t represented by the federal government.

Question 8 is about provinces opting out of federal public healthcare programs while keeping the money to run their own version. That is the trickiest one since they want to keep federal funding but do what they want, which likely means increasing private influence in public health.

The last question is about provincial laws overriding federal laws. This is probably the biggest one and would give Alberta more power to act independently from Canada or other provinces.

Probably all the constitutional questions, even if “Yes” wins, will face serious obstacles unless other provinces also support these ideas. The immigration ones are more doable, but even those could be challenged in the Supreme Court.

In the end, this referendum is a summary of the current provincial government’s agenda, which still isn’t focused on improving healthcare and education, and instead prefers to spend time and money fighting with the federal government. I just hope that the Oilers win tonight so they can still have a chance in the playoffs.

Não foi uma boa noite de domingo para Alberta. Acordamos na segunda-feira com ressaca após a derrota do Edmonton Oilers para o Anaheim Ducks nos playoffs da NHL. Esta última é a que eu mais concordo, já que é preciso ser canadense para votar nas eleições, mas em nenhum lugar pedem comprovante. Normalmente, no dia da votação, simplesmente vamos lá e dizemos que somos canadenses. É um sistema muito frágil baseado na confiança — mas humanos são humanos, certo?

As chamadas questões constitucionais são mais complexas e revelam mais sobre a agenda oculta do primeiro-ministro para tentar obter mais poder.

A questão 6 trata da independência da província para escolher juízes do tribunal superior provincial em vez do governo federal. A questão 7 trata da abolição do Senado federal. O Senado é composto por políticos nomeados, o que não é o ideal, mas a Câmara dos Comuns é a que tem mais poder e é composta por políticos eleitos. O Senado funciona mais como um órgão de revisão, e esta questão reflete o antigo argumento de que as opiniões de Alberta não são representadas pelo governo federal.

A questão 8 trata da opção das províncias de não participarem dos programas federais de saúde pública, mantendo o financiamento para administrar suas próprias versões. Essa é a mais complexa — elas querem manter o financiamento federal, mas fazer o que bem entenderem, o que provavelmente significa aumentar a influência privada na saúde pública.

A última questão é sobre as leis provinciais prevalecerem sobre as leis federais. Esta é provavelmente a mais importante e daria a Alberta mais poder para agir independentemente do Canadá ou de outras províncias.

Provavelmente todas as questões constitucionais, mesmo que o "Sim" vença, enfrentarão sérios obstáculos, a menos que outras províncias também apoiem essas ideias. As questões de imigração são mais viáveis, mas mesmo essas podem ser contestadas na Suprema Corte.

No fim das contas, este referendo é um resumo da agenda do atual governo provincial, que ainda não está focado em melhorar a saúde e a educação, e em vez disso prefere gastar tempo e dinheiro brigando com o governo federal. Só espero que os Oilers vençam hoje à noite para que ainda tenham uma chance nos playoffs.
