In this case the witness seems to have just given up on block production mid-last year(2019-08-27), far before the Hive Fork. I know this witness is deactivated with the correct deactivation key

This post is meant to call the attention of active Hive users which have an elected witness who is not producing any blocks(or providing updates regarding the status) since March but it was not deactivated
