Goodness me, always an explanation. Your voting power is low. A 100% vote is also worth nothing. So a 1% vote from you costs you virtually nothing and signals that you are not just another comment vote fisher. I find it quite depressing to go around pulling up people who do this but you see Steemit is built on the fact that it is a social platform. To not vote on a post yet comment implies that you are fishing.
