Mr Sunshine finds that his usual ... escorts, are around less and less often. And if he looks at his file, he's cleared to interact with kids, at least in public.

Some psychopathic, sociopathic murderers have moral standards. It surprises everyone to know this. Most of them have a better moral structure than your average Deregger CEO[1]. Or, for that matter, the people who support them into power.
Mr Sunshine found himself examining his own profile. The history of his life and all the psychological entanglements therein. He knew most of this. He knew he was dangerous. Heartless.
Becoming tutor and guide to Jay altered things. So too did his encounters on their third Deregger world together. He had taken the time to move the youngest children from the CEO's private creche of heirs, and into the more common throng.
When the revolution inevitably came for the older ones, the innocent would be spared. All because Mr Sunshine did something he was not expected, nor ordered to do. All because Mr Sunshine thought of the children.
Mr Sunshine, unlike many other 'normal' Dereggers, could consider the needs of those weaker than himself. He could act with sympathy, if not empathy, and act according to the needs of the otherwise helpless.
It was why administrations had permitted the encounter with the toddler. To see what would happen. According to the file, there had been an intervention team with stunners ready, just in case anything was going to go wrong.
The fact that nothing had gone wrong had left a new mark on his permanent record.
Deemed acceptable for interaction with minors. Recommend offering Parenting and Medik training for best results.
Chills ran down his spine. He had only the vaguest idea of how to interact with neophytes.
A siren song whispered in the back of his head, The classes would help amend that...
Mr Sunshine did not know how he could proceed.
[1] Notable instances of heartlessness on Deregger worlds include: separating newborns from their birthing parents on the day that the adult was strong enough to go to work, and then refusing to provide food, shelter, and nursing for the segregated infants because they were nothing more than unprofitable freeloaders. It's no surprise that so many Deregger worlds turn into Graveworlds.
