It’s also impossible to rule out the possibility that this system was preserved / held back the most and wasn’t used to repel the initial attacks.
We simply don’t know anything about their defensive tactics.
Moreover, the S-400 — in certain modifications — can in fact also be used to engage ground targets! That’s a fact.
So saying that it “didn’t activate” or that “Russia” [failed] is incorrect. I would rather say that they haven’t really shown themselves yet. After all, there aren’t any massive video recordings of their systems being hit/destroyed, unlike what we’ve seen with many other targets during attacks.
