I disagree. I think they go hand in hand. It's all the same pool of money. It's foolish to separate them from each other. It mainly comes down to a few large accounts blindly (or not) throwing their vote on certain things versus actual useful things. I also think it's dangerous to say people are building more tools than ever now. People are vibe coding tools with no understanding of how they work in the background, how they interact with the chain, and whether or not they have massive security holes. Perhaps the proposal system needs to be split between these larger projects and smaller ones. I work with a lot of organizations that do just that. Smaller grants from a specific pool of money for smaller projects and a larger pool for larger projects.
