I'd suggest trying to foliar feed the tomatoes and peppers as they need lots of nutrients. A kelp/fish liquid mixed up with water and sprayed in the early morning is optimal. Plants can take up nutrients through the leaves if it's finely sprayed on tops and bottoms of leaves, a mist, not dripping off.
