If your construction is not finished in Mauritius, you need not pay the council taxes.
If you look at the photo carefully, you will see metal rods on each corner, this is to build a further floor, when funds are available. As long as the building is not fully painted, e.g. one wall left out it is considered, unfinished. That's why, in poorer areas of Mauritius, you'll often see a building with only 3 sides painted.
