It probably wouldn't be too difficult to automate cats distribution. I could tweak some of the code from the new ufm lotto bot and use it for this. I could probably run it for you too if you don't want to setup and manage python things.

Refunds would still be manual, but setting something up that sends one cat automatically for each X amount of kittens is totally doable.
