I saw a documentary on television about Belgium, and their prison system is the same way. An escaped convict will not be charged with an additional crime for escaping prison, but he or she will be expected to mail in their prison clothing to the penal facility so that they do not get criminally charged with property theft.

It's weird when you think about it. However, now with the COVID-19 pandemic, something equally crazy is happening here in the United States of America. Human-rights activists are pressuring elected officials to release all the inmates from penal facilities across the nation. Montana has already begun doing so.
