You are conflating voting power and steem power. Steem power is steem earned or bought and powered up, and it increases your curation rewards,and also attracts followers.
Voting power is just a how much your vote is worth, you can only vote so many times per day before you run out. Or approach zero anyway. Low voting power means that your vote gives less reward, and makes less for you in curation rewards.
