I agree with this (although I voted #3 because I thought it fell under that umbrella). We can have fun rewards without SPS. It can even go beyond glint.

The dodge meta being pretty prevalent certainly hurts. I wish we had some other ways besides archon abilities to help prevent dodges. We've got that new ability I can't remember the name of that prevents

We should give an extra % of rewards to the tiers that are manual play only. Not only do I believe manual play should be encouraged just in general, but it reduces the amount of SPS that is siphoned off

Yes, it is factoring that in. It is assuming that people are burning SPS at the price they are buying it at though (or more likely arbiters are burning the SPS instantly and selling it to the market).
