For anyone that hasn't heard the story, this is Devani, a girl now 7 years old who was snatched from a loving home with parents that have committed no crime and placed in "the system." Arizona DCS (Child Protective Services) then placed her in foster care where she was serially raped (at 2 years old) and was a victim of a child pornography ring. She was then adopted out to another couple- the Osteraas' where she had 80% of her body scarred by scalding and had 19 surgeries including the removal of all ten toes. All of this was made possible by this woman...

Thea Gilbert, a court appointed attorney tasked with looking out for Devani's wellbeing as Guardian ad litem. Here's how Devani's story played out...

After she was unjustly taken from her family at 2 years of age, the system charged with protecting children repeatedly put the little girl into extremely harmful situations. Among other abusive placements, the Arizona Department of Child Services (DCS) placed her in a house of horrors headed by David Frodsham, who ran a pornographic pedophile ring out of his house using foster children.

This girl who was renamed M.O. at age 5, was seized on April 17, 2013 by Child Protective Services from her real parents without warrant, emergency or due process of the law. Although DCS continue to smear and cast blame on her real parents this child was NEVER harmed by any member of her birth family. They adored her and she adored them, she and her real parents, Michelle and Jon were deeply bonded.

To anyone familiar with child sex trafficking, would recognize that Devani is the ideal target- blonde hair, blue eyes, these children are the most highly sought after by traffickers (not to mention pedophiles). This also happened in Tucson, a hub for child sex trafficking, where the police department and mayor's office are complicit. It took ICE, Homeland Security and the FBI before Frodsham was arrested, despite numerous attempts by Devani's natural parents to save her.

Frodsham’s home was later found to be a full fledged pedophile ring, producing child pornography. Repeated complaints of battery, starvation and rape from children to their CPS case workers that were ignored.

Michelle begged DCS to investigate and protect her daughter and as DCS did nothing, Michelle called South Tucson police when DCS would not act to protect her daughter. Michelle was excoriated by DCS and lost her rights to her daughter for interfering in her daughter’s foster care placements.

DCS did not explain to Judge K.C. Stanford that Michelle’s daughter was being abused and that her parents and grandmother were the only ones fighting to protect her as Stanford ordered severance of Michelle’s parental rights.

I have to believe that DCS and the GAL (Guardian ad Litem) are a part of the sex trafficking/pornography ring... this is who should be investigated rather than loving parents.

On October 8, 2015, Michelle’s parental rights were severed. Jon the target of DCS, to absolve themselves of their own negligence and refusal to report suspected sexual abuse of M.O. … gave up his rights to his daughter in hopes Michelle could regain custody … but to no avail. This man gave up his rights to his daughter in an attempt to save her. Their parental rights were taken away because they dared to question the state and fight on behalf of their daughter.

Devani was then placed with the Osteraas', a troubled couple who should never have been considered as adoptive parents. The defense attorney for Samantha Osteraas, Jeffrey Rogers, argued that she had suffered herself as a product of the foster care system itself. According to the Arizona Daily Star:

…she was physically and sexually abused by her father and that both of her parents neglected her due to drug addiction. Osteraas was removed from her parents’ care at age 2 and their rights to her were terminated when she was 6.“She made the decision to become a foster parent herself because of that.”

Instead of getting the help she obviously needed to deal with her personal trauma, she continued the cycle of abuse – this time on an innocent child that she adopted from foster care. After adopting Devani, she changed her name to Madison Osteraas. Samantha was obviously too immature to care for a child and whether or not the scalding was an accident is immaterial- Devani should never have been in her care. Michelle, her husband Jon and little Devani are all victims- victims of a system that is so terribly corrupt and broken beyond all repair. I'm convinced that DCS and the GAL are all part of the pedophile ring.

This ties in to the investigations being done by VOP (Veterans on Patrol) who have unmasked much of the corruption in Tucson when it comes to crimes against children. This is no isolated incident, but a part of a huge global network. 15 years is not even close to justice for this woman- despite her own past... along with a much stronger sentence, she should never be allowed to have a child in her custody.
