What I wrote last time this was the game rule is...
This actually changed quite a bit as a the card supply got heavily inflated since which brought a lot more 4-mana-cards in circulation. The 2 that I can think off right away are both Death Summoner Monsters.
These are the Wailing Wraith which I don't own as at max level it costs 31$ as a Rebellion Card and the Ravenhood Warden. The combination of these cards when played I would say is hard to beat or to counter.
I tried to get a battle with this ruleset but couldn't, so I'm sharing a battle with low 16 mana battle cap which basically is the same thing even though I used 1 higher mana card in it. The other game rules were that all monsters get divine shield and the cripple ability with only even mana monsters allowed.
I opted for my +1 Magic Damage Magic wummoner despite the fact that it 's still just at level 6 combined Ruler Of The Seas as it does blast damagewhile it's protected by multiple monster in front of it. Starting out with the 2 0 mana monsters followed by the Kelp Initiate which I recently upgraded. The Ice Pixie is another one that benefits from the Magic damage boost while at the end I played the Igor Darkspear but I also could have opted for the Pirate Archer which also has blast.
The blast ability ended up doing a lot of the work against the Divine shields which ended up winning the match.
